Creative Bureaucracy Festival:
Muddling through instead of strategy
Muddling through is the opposite of a strategic approach. It's not about understanding everything perfectly at the beginning and then designing and implementing the ultimate plan.
At the Creative Bureaucracy Festival 2023, I gave a keynote speech on this topic together with Kai Wegrich (political scientist at the Hertie School Berlin).
My credo, however: there are issues that cannot be dealt with by muddling through. The staff shortage in public administration is one of these issues. Digitalisation is another example where the ‘path of small steps’ does not lead to success - as is currently becoming very clear.

How to strengthen the "economy" ecosystem for social enterprises
The Social Economy Berlin project has been funded by the Berlin Senate Department for Economics, Energy and Public Enterprises since 2020. It is implemented by the partners SEND e.V., as the most important voice for social entrepreneurship, and TechNet e.V., as a representative of solidarity-based enterprises. Through Social Economy Berlin, founders receive free advice on topics such as the choice of legal form, financing and impact measurement. The project also promotes the sector, actively communicates internally and externally and brings all stakeholders together at an annual conference.
Since 2022, this has also included a competition for "Berlin's Social Enterprise" of the year.

Jury member for honouring social enterprises in tourism
Every year, the Social Entrepreneurship Competition in Tourism recognizes social enterprises in the tourism sector. There is a lot to be won: from a cash injection of 3,000 euros to 8 weeks of coaching and tickets for the ITB Berlin, the world's largest tourism trade fair. The "Launch" and "Growth" tracks are open to newcomers with an idea as well as companies that have already been founded. It is important for everyone that the social added value is presented convincingly.

Task: Evaluation of the impact-oriented budget of the Hanseatic City of Hamburg.
Excerpt from the press release: Seven years after the resolution of the Hamburg Parliament on the strategic reorganisation of the budgetary system, the Free and Hanseatic City of Hamburg has reached a high level of development in double-entry accounting. Hamburg's budgetary system fulfils all relevant international criteria for a modern budgetary system and also achieves the targets it has set itself. This is the conclusion of the Senate's experience report on double-entry accounting in Hamburg.
